Facilitating Delivery Of HIV Prevention, Diagnosis, Care And Treatment For Key Populations Through Peer-To-Peer Networks In Uganda
MARPs Network Limited (MNL) received money from Global Fund through The AIDS Support Organisation (TASO) (U) Limited and is implementing a 3-year project – HIV/TB (UGA-C-TASO) aimed at increasing uptake of HIV services among key affected populations (KAPs) in 24 districts of Uganda. The Project has funds from the new funding model and additional funds from the costed extension project. MNL hereby announces REQUEST FOR EXPRESSIONS OF INTEREST for organisations or consortiums to implement phase two of costed extension activities in eight (8) districts of Busia, Kalangala, Kampala, Kasese, Mbale, Mbarara, Mukono, and Tororo. It has a ceiling of Uganda Shillings One hundred ninety two million only (UGX 192,000,000/-). The expected period of service is January 2017 – March 2017.
- The project aims to facilitate delivery of HIV prevention, diagnosis, care and treatment through peer-to-peer networks of fisher folk, long distance truckers, LGBTI persons, men who have sex with men, people who use drugs, and sex workers. The specific objectives of the project are to:
- Build capacity of grassroots resource persons (peer leaders) in effective and sustainable KP programming.
- Promote mobilization, referrals and follow up of KPs for health services access and utilization.
- Strengthen operational research documentation and publication from a cohort of peer leaders.
- Promote safer sexual practices among KPs.
- Offer customized and integrated quality HIV care, treatment, prevention and support services to KPs.
- MNL invites eligible network organisations or consortiums to express their interest in providing the services. Interested organisations or consortiums must provide information indicating that they are qualified to perform the services. The qualifying organisations or consortiums should:
- Apply for a minimum of five million Uganda Shillings (UGX 5,000,000/- and a maximum of twelve million Uganda Shillings (UGX 12,000,000/-);
- Be key-population led civil society organisations duly recognised;
- Demonstrate the ability to manage funds in accordance with MARPs Networks obligations to TASO;
- Demonstrate the capacity to implement activities catering to a minimum of one or maximum of two objectives above;
- Have demonstrable experience with the design, implementation, and monitoring and evaluation of joint projects among key populations in Uganda;
- Have knowledge of Global Fund compliance standards;
- Applying organisations may express interest using text (narrative) or digital (video) media and must explain using clear examples how your project will address;
- Relevance (How important is the proposed project for the target group and to what extent does it address their needs and interests?
- Effectiveness (To what extent will the objective(s) of the proposed project be (most likely) achieved?)
- Efficiency (Is the relationship between input of resources and results achieved appropriate and justifiable?)
- Impact (What will happen as a result of the proposed project?)
- Sustainability (Will activities, results and effects be expected to continue after this project has ended?)
- Expressions of interest in English or local language, with designation: “Expression of interest – HIV/TB UGA-C-TASO” must be delivered to the address below (hand delivered, post or e-mail) by 20th January 2017.
- Successful organisations will be notified by 25th January 2017 to commence work in February 2017
